Preston’s Fishwick area, branded by some as the “UK’s worst neighbourhood,” is in focus as the city council proposes a stringent Public Spaces Protection Order (PSPO) to curb escalating antisocial behaviour. Residents have raised concerns over open substance misuse, public drinking, and hazardous litter like used syringes and condoms, strewn next to homes and schools.
The PSPO aims to tackle a wide range of offences, including public drug misuse, street drinking, and fly-tipping, which have left the community feeling unsafe. Families, like that of young mum Melissa Somers, say they are desperate for action to restore safety. “I feel I’m going to have to wrap my daughter up in bubble wrap,” she said, referring to the increasing street nuisance.
Proposed rules include bans on consuming alcohol or using drugs in public spaces, and prohibiting the discarding of syringes and other dangerous items. Stricter measures such as prohibiting antisocial congregation near homes or public parks are also outlined. Supported by local police, fire services, and housing associations, the PSPO reflects the community’s call for a safer living environment.
Some residents believe the problems are overstated, but others speak of intimidation, fly-tipping, and noise that have damaged the area’s reputation. The council is seeking public feedback before deciding on the final measures
