Law enforcement and forensic specialists from across Europe gathered in Warsaw this week. Their mission? To tackle the growing challenge posed by synthetic cathinones. The EUDA and Polish Police Central Bureau of Investigation joined forces to host a critical two-day workshop addressing this urgent threat.

The meeting brought together experts from 10 EU Member States. Additionally, colleagues from three Eastern Partnership countries attended: Armenia, Moldova and Ukraine. This marks a significant step in cross-border collaboration on drug-related threats.

Participants are sharing intelligence on distribution networks linked to synthetic cathinones. Moreover, they’re examining supply chains with the goal of identifying practical areas for future cooperation. The agenda includes visits to the Central Forensic Laboratory of the Polish Police. Furthermore, a trip to a training facility in Legionowo offers hands-on insights into investigative techniques.

Addressing A Rapidly Evolving Threat

The workshop comes at a crucial time. In recent years, the EU has witnessed the rapid spread of these stimulant substances. Synthetic cathinones are chemically related to cathinone, the active compound in khat. However, these drugs are often marketed as ‘legal’ alternatives to controlled substances like amphetamine, MDMA and cocaine. Despite this positioning, they carry serious risks to public health and safety.

Evidence increasingly points to large-scale production within EU borders. Last year alone, authorities dismantled 53 production sites for synthetic cathinones across the EU. This represents a sharp increase from 29 sites in 2022. Poland accounted for the majority of these operations. Nevertheless, the threat doesn’t stop at the EU’s borders. These substances continue to flow in from external sources.

Criminal networks are constantly adapting. Indeed, they’re exploring new regions as transit routes and production hubs. The Eastern Partnership countries have become particularly vulnerable to this activity. Therefore, strengthened international cooperation is essential to prevent further escalation.

A Framework For Global Partnership

This landmark meeting reflects the EUDA’s commitment to building resilience. Specifically, it addresses drug-related security challenges within the EU and neighbouring regions. The workshop is organised within the framework of EMPACT, the European Multidisciplinary Platform Against Criminal Threats. Additionally, it’s supported by the EU4Monitoring Drugs II project. This initiative runs until 2027 with European Union funding.

The gathering also advances the EUDA’s International Cooperation Framework, which was adopted in June 2024. This framework provides the structure for engagement with global and regional partners. Consequently, it promotes knowledge exchange, mutual learning and capacity-building beyond EU Member States.

By bringing EU and Eastern Partnership experts together, the workshop underscores a shared recognition. The production and trafficking of synthetic cathinones is not a challenge any country can face alone.

Understanding Synthetic Cathinones

Synthetic cathinones belong to the second-largest category of new psychoactive substances. These stimulant substances are monitored by the EU Early Warning System. They mimic the effects of cathinone, which itself is chemically similar to amphetamine. Notably, cathinone is internationally controlled.

What makes these drugs particularly concerning is their rapid evolution. New variations of synthetic cathinones appear regularly. Often, they’re designed to circumvent existing legal controls. At the same time, they appeal to users seeking alternatives to traditional stimulants.

The collaboration between forensic scientists and law enforcement at events like this Warsaw workshop is vital. In fact, it’s crucial for staying ahead of these rapidly changing substances. Furthermore, it helps combat the criminal networks behind them.
