Hartlepool is preparing to welcome its new Substance Misuse Help Centre on Whitby Street, a project designed to bring hope and essential support to individuals battling drug and alcohol addiction. The £3.6 million facility replaces the deteriorating Whitby Street treatment centre, which Hartlepool Borough Council deemed unfit for purpose. This development underscores the council’s determination to meet the growing demand for effective addiction services while fostering a healthier, addiction-free community.
Modern Facilities to Meet Growing Needs
The new centre introduces a modern space tailored to primary care-focused interventions. The design prioritises functionality and patient care, delivering clean, welcoming, and well-equipped rooms for clinical use. Modular units will form the foundation of the single-storey structure, showcasing an innovative approach to building healthcare facilities.
Refurbishing the Whitby Street site marks a pivotal change for Hartlepool’s substance misuse services. The council highlighted the increasing need for this type of care as the primary reason for the investment. Although planners debated the aesthetics of the modular design, the clear advantages in service delivery convinced them to move forward.
Shifting from Roker Street Proposal
This project encountered obstacles during the planning stages. Initially, local authorities suggested relocating the centre to Roker Street car park, but public opposition led to a reversal. Hundreds of objections arrived in response to the proposal, prompting the council to withdraw plans in July 2023.
Despite these challenges, leaders redirected efforts to rebuilding on Whitby Street. Their determined approach ensures the facility will address the town’s needs for accessible and high-quality addiction services. This decision reflects a broader commitment to delivering impactful care to the community.
Strategic Financing Overcomes Challenges
Funding this ambitious project required careful coordination. The cost, originally estimated at £3 million, rose to £3.6 million due to delays and the site change. The council covered the additional expense through a combination of prudential borrowing, public health grants, and £27,000 from additional funding sources.
Managing Director Denise McGuckin explained that rental agreements supported by public health funds will cover borrowing costs. This comprehensive financial plan ensures the centre’s long-term sustainability and success.
