Ohio Lawmakers Propose Bills to Regulate Adult-Use Hemp Products

Ohio Republican lawmakers have introduced new bills aimed at regulating adult-use hemp products. State Rep. Sara Carruthers introduced House Bill 642, requiring the Ohio Director of Agriculture to issue recommendations for the sale and use of intoxicating hemp products. These recommendations may include THC content restrictions, sales regulations, age requirements, penalties for underage sales, testing standards, advertising rules, and enforcement protocols. The recommendations would be effective for one year if adopted.

In the Senate, Sens. Kirk Schuring and Steve Huffman introduced Senate Bill 278, which seeks to ban the sale of adult-use hemp products to individuals under 21. It also requires stores to keep these products behind the counter and mandates ID checks for customers. These legislative efforts follow Governor Mike DeWine’s call for action to regulate delta-8, a type of hemp currently legal under the 2018 Farm Bill but linked to numerous poisoning reports in Ohio.
