President Donald Trump has signed an executive order targeting drug addiction recovery across the United States. He called it “probably the most important thing we’re doing right now.” The order creates a new federal body to coordinate prevention, treatment, and long-term support for those affected by substance misuse.

“Today, I’m signing a historic executive order to combat the scourge of addiction and substance abuse,” Mr Trump said at the Oval Office. “We’re calling it the Great American Recovery Initiative.”

What the Drug Addiction Recovery Initiative Will Do

The Great American Recovery Initiative will guide federal agencies on funding drug addiction recovery programmes. In addition, it will run awareness campaigns about the dangers of substance misuse. Its work covers prevention, early intervention, treatment, recovery support, and social re-entry.

Health and Human Services Secretary Robert F. Kennedy Jr. will chair the body. Kathryn Burgum will co-chair alongside him. She is married to Interior Secretary Doug Burgum and has been sober for 22 years after overcoming alcoholism. As a result, she brings a strong personal voice to substance abuse recovery efforts.

Federal Funding and Substance Abuse Recovery

This initiative comes at a sensitive time for addiction funding. Earlier this month, the Trump administration reversed plans to cut around $2 billion from mental health programmes. Those cuts would have hit SAMHSA, the federal body that drives drug addiction recovery grants across the country. Consequently, the reversal has been welcomed by prevention and treatment services nationwide.

The Scale of the Problem

The numbers tell a stark story. According to SAMHSA, more than 74% of adults who recognised a drug or alcohol problem in 2024 considered themselves in recovery or recovered. This shows that substance abuse recovery works when people get support early enough.

However, millions still fall through the gap. Of the 40.7 million adults with a substance use disorder in 2024, 95.6% who skipped treatment did not think they needed it. Therefore, the initiative will push hard on awareness and early intervention. Reaching people before crisis point is, after all, where the greatest difference can be made.

Tackling Drug Addiction Recovery at Home and Abroad

The order follows a White House campaign against alleged drug traffickers in the Caribbean and eastern Pacific. In other words, the administration is targeting both supply and demand. Meanwhile, the domestic focus remains firmly on drug addiction recovery and keeping people out of the cycle of substance misuse altogether.
